PERL Package Requirements

Currently Hosting Helper is being distributed in source tars and rpm format. We now have a yum repository, apt for rpm repository, and an apt for debian repository for faster easier installation and update.

There are some conflicts with using multiple web apps on the same server using debian apt(deb) files. We are working to resolve that.
